The scriptures refer to the dead here as people who have gone into silence, that is the grave. They are unresponsive, nothing you say or do moves them because they cannot hear, see or feel again.
The same word Apostle Paul used but not in terms of the dead who has ceased living but one who is living yet dead to sinfulness or sinful nature.
The Apostle used "dead" in explaining the state of the regenerate mind who has experienced true conversion.
Paul says once he experienced conversion, he is dead to the sins he used to commit.
He is no longer responsive to sin neither will he allow sin to remain in his mortal body.
Through Christ's death, the born-again also died to sin and when Christ rose, he also rose to a Divine life of holiness, Rom 6:8 Now if we be dead with Christ, we believe that we shall also live with him:
Since Christ can no longer die and the sin that caused His death can no longer have any dominion over Him, so also we who are dead to sin ought not go back to the sin that caused death. We must remain dead to sin and this is the dominion we have over sin. Rom 6:9 Knowing that Christ being raised from the dead dieth no more; death hath no more dominion over him.
Choosing to suffer affliction, Christ died. So also we must choose to forsake the pleasure of sin so that we may live a life of God, Rom 6:10 For in that he died, he died unto sin once: but in that he liveth, he liveth unto God.
Rom 6: *Let not sin therefore reign in your mortal body, that ye should obey it in the lusts thereof.
When you are dead to sin in your body, you will be unresponsive to sinful advances or desires.
